The 100 Labor project

Developed by Franklin Development in partnership with SAHA, is situated on 100 Labor Street in the historic Lavaca neighborhood near downtown San Antonio, across from Hemisfair Park. The project will feature a 5-story wrap building with 215 apartments, a pre-cast parking structure, and four retail spaces on two parcels at the corner of East César E. Chávez Boulevard and Labor Street. It will also include 11,000 square feet of amenity space for both residents and the public


As the civil engineer, my responsibilities included site development permitting and engineering design for this urban infill project. This involved preparing site, grading, and drainage plans, as well as utility plans. The project is part of an existing Master Community Development Plan, which required extensive coordination with the City of San Antonio to maintain its vested rights.


One of the challenges we faced was the need to relocate a 15" public wastewater main that initially divided the property and prevented construction on-site. Through collaboration with SAWS (San Antonio Water System), we were able to find a suitable solution for its relocation. Additionally, a public 12-inch waterline was required through SAWS as part of the Utility Service Agreement (USA) program. Furthermore, the presence of retail spaces on the ground level necessitated the redesign and widening of Indianola Street. This was done to ensure that the street could accommodate the commercial use and provide convenient access to the retail component of the project.
